Gripped by fear, the town of Emeryville is terrorized by a crazed serial killer who carves the number '13' into his victims' chests before burying them. As a violent storm approaches, the local TV news repeatedley screens information about the killer that is on the loose. Residents are warned by the police to stay at home until the killer is captured and the storm passes over.
