A toxic chemical leak in Eastern Europe has spawned a deadly new form of virus.

As the disease spreads rapidly towards America, the government creates quarantine camps in which to house the increasing hordes of immigrants and their families.

Delon (Henstridge) is a rookie cop assigned with officer Lemieux (Lambert) to patrol the camps - only to discover that a monstrous killer is stalking the area, threatening not only the immigrants but the lives of millions!!
